江西省機(jī)電設(shè)備招標(biāo)有限公司受招標(biāo)人委托對(duì)下列產(chǎn)品及服務(wù)進(jìn)行國(guó)際公開(kāi)競(jìng)爭(zhēng)性招標(biāo)，于2018年6月27日在中國(guó)國(guó)際招標(biāo)網(wǎng)公告。本次招標(biāo)采用傳統(tǒng)招標(biāo)人式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。

3.2制造商在國(guó)內(nèi)民航機(jī)場(chǎng)（不含港澳臺(tái)）近三年（2014年1月1日以來(lái)）相應(yīng)設(shè)備供貨業(yè)績(jī)累計(jì)在2（含）輛以上，并在投標(biāo)文件中提供相應(yīng)的有效證明文件（提供銷(xiāo)售合同復(fù)印件并蓋有投標(biāo)人的公章）。

3.3制造商如為國(guó)外公司則在中國(guó)大陸必須有常駐代表機(jī)構(gòu)并配有專(zhuān)職的具有五年以上同類(lèi)車(chē)輛服務(wù)經(jīng)驗(yàn)的技術(shù)工程師。（提供工程師5年以上勞動(dòng)聘用合同復(fù)印件加蓋公章）

3.4投標(biāo)人如為代理商，必須提供制造商對(duì)該項(xiàng)目的唯一授權(quán)證書(shū)。

3.5所投產(chǎn)品如為國(guó)產(chǎn)設(shè)備時(shí)，必須具有中國(guó)民用航空局頒發(fā)的《民用機(jī)場(chǎng)專(zhuān)用設(shè)備使用許可證》或?qū)彾ê细褡C或民航局檢驗(yàn)合格的最新通告民民航局指定的檢測(cè)機(jī)構(gòu)檢測(cè)合格頒發(fā)的《民用機(jī)場(chǎng)專(zhuān)用設(shè)備檢測(cè)報(bào)告》。

3. Qualification requirements of tenderers

Qualifications or performance of bidders:

3.1 The manufacturer of the products to be put into operation shall have a history of designing and producing aircraft tractors (internal combustion type) and aircraft ground air source units for more than 3 years (inclusive).

3.2 The manufacturer has accumulated corresponding equipment supply achievements for more than 2 (including) vehicles in the last three years (since January 1, 2014) at the domestic civil aviation airport (excluding Hong Kong, Macao and Taiwan), and has provided corresponding valid certification documents (copies of sales contracts and official seals of bidders) in the bidding documents.

3.3 If the manufacturer shall be a foreign company, it must have a permanent representative office in mainland China and be equipped with the full-time technical engineer with at least five years of service experience in similar vehicles. (A copy of the employment contract for more than 5 years with the official seal  shall be  provided)

3.4 If the bidder shall be an agent, it must provide the manufacturer's unique authorization certificate for the project.

3.5 If the products are domestic equipment, they must have a Civil Airports Special Equipment Use Permit issued by the Civil Aviation Administration of China, or an approved certificate, or the latest circular issued by the civil aviation authority on passing the inspection, or the Civil Airports Special Equipment Testing Report issued by the inspection agency designated by the Civil Aviation Administration of China on passing the inspection.

Note: The product provided by the bidder must be the product of the origin of the brand, not the products produced in other regions or other manufacturers. Regarding the origin issue, the tenderer has the right to carry out textual research. If the actual situation is found to be inconsistent with the bid description, the tenderer has the right to disqualify the bid.
